14054 DECLARATIONS OF INTEREST – None.
14056 MINUTES OF PREVIOUS MEETINGS – The minutes of the ordinary Parish Council meeting held 4 th September 2014 having been read were agreed as a true record, and it was resolved that the receipts and payments as recorded under the minutes were accepted.

Chairman initialled all bank statements and invoices.
14059.3 External Audit – Clerk reported on receipt of report from external auditors accepting last years accounts as correct, stating variance between value of precept reported by P.C and Selby D.C due to split of additional grant fund. Display of notice of acceptance by auditor has been placed on notice board.
14059.4 Audit/Review of half year accounts – Clerk provided spreadsheet for Budget Review/ discussion by Parish Council – they confirmed limited funds restricted development of any new projects over the next year.
14060 PLANNING: – .To note the following granted planning decision – Application to vary approval 2013/1058/HPA – proposed single storey and two storey extensions to front, side and rear elevations – Derryvene , Brant Lane, Stutton – Granted – with 6 Conditions.
14061 PARISH COUNCIL WEBSITE – Clerk had reported unknown invoice payment requests on email system, which Cllr Heard had confirmed to be spam, and advised to delete and not to open any attachments.
14062 CHURCH – Cllr Fawcett to prepare letter to the Arch Bishop of York, Bishop of Selby and other relevant parties, with an invitation to visit the Church site as per pre meeting record under MOM 4th September 2014.
14063 COMMUNITY GOVERNANCE REVIEW – Parish Council discussed response by Richard Besley (Democratic Services Officer) to the letter of objection sent by the Parish Council last month. The letter confirmed that the Democratic Services Officer would not support the request by Tadcaster Town Council to move their boundary to take in houses from Stutton Parish, thus reducing Stutton’s precept. The Parish Council welcomed this support.
14064 GRASS CUTTING – Parish Council await details from NYCC (Scheduled October 2014) re revisions to NYCC grass cutting operations, with probable reductions limiting cutting to meet the needs of safety requirements only. Parish Council have given consideration to minimal affordable grass cutting within the finance of the Parish Precept, with Councillor Wrigglesworth continuing to review areas and methods of cut with potential tenderers.
14065. APPOINTMENT OF NEW CLERK – Clerk updated Parish Council advising that there had been no applications for the position. Clerk agreed to continue to undertake duties as required by the Parish Council, on a short term basis, but stated that he was not prepared to continue to administer the Village Hall accounts and associated duties, as that was a job for the Village Hall Committee.
In the absence of a Village Hall Committee the Parish Council accepted Cllr Aarons offer to under take these duties, with her fees to be paid from the Village Hall Account. Cllr Aarons and Clerk to liase re handover of this work.
14066. CALENDAR OF MEETINGS – Council reviewed calendar dates of meetings for year 2015/2016, which will to be every 2nd Thursday of the month, but this may be subject to change when the next Parish Council is appointed.
14067. CORRESPONDENCE – To note the following items of correspondence:
a) Letter from Democratic Services Officer – SDC – responding to Parish Council.
b) Letter from Democratic Services –SDC – requesting use of village hall as general election polling station, 7 th May 2015.
14068 COUNCILLOR’S REPORT AND ITEMS FOR FUTURE AGENDA
No new reports this month.
14069 The next ordinary meeting of the Parish Council was confirmed as Thursday 13h November 2014 at 7.30 pm.
