Minutes of the ordinary meeting of Stutton cum Hazlewood Parish Council held at 19.30 hrs on Thursday 12th February 2015 at Stutton Village Hall

As Cllr Fawcett was absent from the meeting, it was proposed by Cllr Aarons that Cllr Birchall should act as Chair. This was seconded by Cllr Heard. It was resolved that Cllr Birchall would assume the Chair for this meeting.
Selby District Council – Rural Housing Enablers Department presented details of their recent housing needs survey to Stutton Parish Council.
41 Questionnaires returned of which : –
19 Currently living in Parish – 5 used to live in Parish –14 with immediate family in Parish – 6 currently employed in Parish. Various statistics produced relating to requirements of potential respondents, housing numbers, types, prices etc.
19 found to have both a local connection and an affordable housing need, therefore based on NYCC current procedure approximately 10 properties, mainly 2 bedroom, would go toward meeting the identified need. This will be reviewed when any scheme is proposed, dependent on site and location.

Cllr Heard requested to speak prior to the meeting and alerted the Council to various issues relating to correspondence received by residents in relation to NYCC Mineral and Waste plans in the Parish.
Parish Council to review prior to next meeting, where these issues will be placed on the Agenda for discussion.

140117 MINUTES OF PREVIOUS MEETING –The minutes of the ordinary Parish Council meeting held 8th January 2015 having been read were agreed as a true record, and it was resolved that the receipts and payments as recorded under the minutes were accepted.
140118 PROGRESS REPORTS – No reports this month.
140119 VILLAGE HALL AND GROUNDS –
140119.1 Cllr Aarons undertaking review of various legal requirements as required by Village Hall including risk assessments (includes dealing with fire officer), gas and electricity certificates.

140121 PLANNING:-
140121.1 Application to demolish existing dwelling and replace with 1 no. new dwelling with double garage, new drive and associated landscaping –The Brante, Brant Lane, Stutton – Application Refused – scale, volume, footprint, environmental conditions.
140121.2 Outline application with all matters reserved for demolition of existing building and erection of 3 bedroom detached dwelling with integral garage, at St Aidan’s Church, Stutton – Granted
140121.3 Single storey extension to provide enlarged kitchen /diner & garden room, Sugar Hill Farm, Wingate Hill, Stutton – Granted
140121.4 Hazlewood Castle Hotel. Cllr Birchall had requested clerk to contact SDC enforcement officer re completion of the following removal action – Refused Building consent for retention of retractable canopies and fixed shutters at ground floor level until no later than 31 December 2014, Hazlewood Castle Hotel, Paradise Lane, Hazelwood. SDC Enforcement Officer has now advised that the action had been completed.
140122 PARISH COUNCIL WEBSITE – No matters to discuss.
140123 GRASS CUTTING – Clerk advised that tenders had been sent out for Grass Cutting Contract and were due for return 23rd February 2015.
140124 REQUEST FOR SPEED MONITORING THROUGH VILLAGE – Parish Council reviewed draft completed by Cllr Birchall re link to respond to speed monitoring survey/ requirements. Parish Council agreed this as a final document, Clerk to forward reply.
140125 STREET LIGHT (Woodlands) – Clerk to try to locate street light before contacting Paul Gilmore (NYCC Lighting) to ascertain if this street light in Stutton P.C (Woodlands Estate) can be included within the responsibility of Tadcaster lighting system.
140126 FLY TIPPING – Cllr Fawcett reported empty cannabis bags and other fly tipping near A659/A64 access road. This material has now been removed.
