Minutes of the March 12th 2015 Meeting

Meeting 11 of 2014/2015.

Minutes of the ordinary meeting of Stutton cum Hazlewood Parish Council held at 19.30 hrs on Thursday 12^th March 2015 at Stutton Village Hall.

Present:-  Cllr Fawcett (Chair), Cllr Wrigglesworth, Cllr Aarons, Cllr Birchall

NYCC Cllr. C Metcalfe.

Clerk – H Fothergill.

Resident  Mr K Tillett.

Apologies Cllr Heard.

140130 DECLARATIONS OF INTEREST – Cllr Fawcett declared a prejudicial interest in relation to item 140141(2).

140131 MINUTES OF PREVIOUS MEETINGS – The minutes of the ordinary Parish Council meeting held 12^th February 2015 having been read were agreed as a true record, and it was resolved that the receipts and payments as recorded under the minutes, were accepted.

140132 PROGRESS REPORTS – No reports this month.

140133 VILLAGE HALL AND GROUNDS –

140134.1 Cllr Aarons to review Playgroup contribution to water and waste accounts, in addition to review of required certificates for gas and electricity, risk assessments etc.

140134.2 Await Playgroup action regarding Sign re Dog Bins.

               Chairman initialled all Bank statements and Invoices.

140136 PLANNING – The following application was discussed: –

140136.1 Proposed erection of a replacement dwelling – Peggy Ellerton Farm ,Chantry Lane, Hazlewood. – No Objections

140137 PARISH COUNCIL WEBSITE – No matters to discuss

140138 GRASS CUTTING – Clerk advised that tenders had been received – Clerk to review and provide Parish Council with Tender Analysis.

140139 REQUEST FOR SPEED MONITORING THROUGH VILLAGE – No response to Parish Council submission re speed monitoring survey/ requirements. Cllr Wrigglesworth advised that he had volunteered to undertake speed-monitoring checks in accordance with Council /Police initiatives

140140 STREET LIGHT (Woodlands) – Councillors to attempt to locate street light before contacting Paul Gilmore (NYCC Lighting) to ascertain if this street light under Stutton P.C (Woodlands Estate), can be included within the responsibility of Tadcaster lighting system.

140141 NYCC MINERALS WASTE JOINT PLAN 

1. Consideration of a possible expansion of Jackdaw Crag Quarry
2. Consideration of possible mineral extraction and/or landfill on land by Old London Road.

Clerk to prepare draft notes for review to assist Councillors in preparation of letter of response.

140142 PARISH COUNCIL ELECTIONS – Clerk distributed nomination forms/packs.

140143 CORRESPONDENCE – To note the following items of correspondence for information:

Rural Action Yorkshire – leaflet – painless things your community can do.

Letter NYCC – Publication of commons registration.

Newsletter –Tadcaster Town Council.

140144 COUNCILLORS’ REPORT AND ITEMS FOR FUTURE AGENDA – Each Councillor is requested to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas.  Councillors are respectfully reminded that this is not an opportunity for debate or decision-making. To bring to the Council’s attention any correspondence received since preparation of the agenda.
