MINUTES OF STUTTON CUM HAZLEWOOD PARISH COUNCIL MEETING held on Thursday 11th May 2017 at 19:30 in the Stutton Village Hall

Agenda items
170501. Welcome
Current Chairman welcomed Councillors and public to the meeting.
The election of Chairman took place with Tango Fawcett being proposed and seconded and elected on a show of hands from Councillors.
Council resolved to elect a Vice Chairman for the year with David Birchall being proposed and seconded and elected on a show of hands from Councillors.
The Clerk was asked to look into voting procedure with five councillors.
170502. Declarations of interest
There were no declarations of personal, prejudicial and disclosable pecuniary interests.
170503. Public Forum
One member of public was present.
The Clerk clarified details of the grass cutting contract and will follow up with an email with Keith Tillett. The Council discussed that access to the underpass path was difficult at Church Lane. Council resolved that the Clerk would write to residents and request overhanging foliage be cut back.
Council discussed the grass cutting requests from the Village Hall and resolved that the Village Hall would be responsible for requesting their own grounds maintenance via Keith Tillett, the current contractor.
170504. Apologies
The Council resolved to accept Cllr Mackay’s apologies; he is on holiday.
170505. Minutes of previous meeting
Councillors discussed and resolved to accept the 13th April minutes as an accurate record of the meeting. The Chairman signed the accepted minutes.
170506. To receive reports from
- Chairman – activities since the last meeting. The Chairman thanked everyone for their support in getting the Village Hall Commitee established, specifically Cllr Chris Metcalfe and David Gluck. The Council resolved to thank Cllr Metcalfe and David Gluck for their inolvement and ongoing support in establishing the Village Hall Committee.

170408. Planning

Proposed Conservatory to the rear of 13 Garnet Terrace.
Clerk to ask Selby to send correct plans as wrong plans were sent.

170409. Speedwatch
Stutton has been signed up to the 20 is Plenty campaign; information pack received.
Clerk highlighted the need for community support.
Council discussed and resolved to distribute information at the Pop Up pub events. Cllr Spurrier offered to distribute when he next attends.
160410. Buses serving Stutton Village
No progress to report.
170411. Speeding on Garnet Lane
Clerk wrote to Gary Lumb requesting sign of 40mph. No response yet received.
170412. Grass cutting on verges where rare wild flowers are found
Clerk has written to local resident thought to be cutting the verges to request he does not cut the grass. Grass has been cut again by local resident despite being asked not to. The Council wishes to record this as disappointing. The Parish Council is looking at escalating the matter via other authorities and the legal implications of damaging protected areas.
The Clerk reported that Pauline Hogg is in contact with various wildlife organisations and the Council discussed and resolved to request Pauline investigate if signage could be supplied via funding from other conservation and wildlife organsiations.
Clerk to write to Pauline Hogg to request organisations support funding for signage.
170413. Update on dog poo bins
Cllr Wrigglesworth advised the map submitted was not detailed enough. The Clerk will contact SDC and request details of the map needed.
Cllr Wrigglesworth to supply the Clerk with relevant contact.
170414. Phone Box Adoption update
Ideas invited – none received yet.
170415. Underpass
Lighting update:
Clarification to be sought in establishing the lighting and exactly what is being paid for. Previous bills suggest 65Watt bulbs when new eco friendly LED bulbs are now in place.
Clerk to investigate and report back.
Kissing Gates:
Council discussed and resolved that designs should be pushchair and mobility scooter friendly design. Cllr Wrigglesworth to supply along with the installation cost.
170416. Banking update
The Parish Council discussed and resolved to adopt Internet Banking as soon as possible. Clerk to investigate banking options in Tadcaster including Halifax and Barclays.
170417. ‘Battle’s over” – A Nation’s tribute
Awaiting cost for portable beacon. Details of the event are still to be published. Keith Tillett sent photo of example portable beacon. A quotation has been requested.
170418. Tipping on Moor Lane
Clerk wrote to Gary Lumb requesting soft barriers to informal laybys to be checked to make sure they are still functioning correctly.
Clerk reported the rubbish to SDC.
170419. Letter from Yorkshire Water.
Clerk wrote to resident. Take off agenda for next meeting.
170420. Broken footpath sign at the top of Fanny Lane
Clerk contacted Sharon Fox at Highways Area 7 to get the sign fixed. Awaiting response and timescales.
