MINUTES OF STUTTON CUM HAZLEWOOD PARISH COUNCIL MEETING held on Thursday 7th September 2017 at 19:30 in the Stutton Village Hall.

170901. Welcome
The Chairman welcomed Councillors and public to the meeting.
170902. Declarations of interest
There were no declarations of personal, prejudicial and disclosable pecuniary interests.
170903. Public Forum
One member of the public attended and read a statement expressing his disappointment in the handling of the recent vacating of the Village Hall by Playgroup and historical issues relating to their tenancy. The statement also included an opinion on the length of chairmanship and that this should be rotated more frequently.
One member of the public came to express an interest in becoming a co-opted member of the Parish Council.
170904. Apologies
Apologies were received from Georgina Ashton who was unwell.
The council resolved to accept the apologies.
170905. Minutes of previous meeting
Councillors discussed and resolved to accept the 12th July minutes as an accurate record of the meeting. The Chairman signed the accepted minutes.
Council noted a comment from a member of the public relating to a previous meeting 170624. The minutes were accepted and signed at the July meeting.
170906. To receive reports from
Chairman – activities since the last meeting – Council discussed and resolved to make a £50 contribution to bulbs and planting for the Village.
NY County Councillor – Cllr Mackay reported that a thorough clean of all the drains is happening across Tadcaster and Stutton.
SD Councillor –Cllr Mackay reported that he had received a number of comments relating to the path under the A64 relating to obstructions caused by overgrown hedges and folliage. The Council discussed and resolved to request an additional cut of the path to remove obstructions.
Any other representatives – Police, CEF etc – No report.

170908. Planning
Applications received:

Update on planning issues:

170909. Speedwatch
Cllr Spurier is now receiving emails from 20 is Plenty campaign organiser.
Cllr Spurrier reported that a competition for children to draw a design for a “SLOW” sign had been placed in the Stutton Standard. No entries have been received to date.
Cllr Spurrier advised that there had been offers from local land owners to place signs on their land to highlight the Speed issues in the village.
Cllr Fawcett commented that lorries are still coming over the Mill Lane bridge and Council was advised to take number plates and company details and report these to Selby District Council.
170910. Buses serving Stutton Village
Utopia have ceased trading and North Yorkshire CC are working hard to replace the service amd are providing email updates which are placed on the PC website.
Cllr Birchall will follow up and request further updates and a more frequent service.
170911. Speeding on Garnet Lane
No further comment received by the Clerk. Cllr Mackay will follow up with Highways on behalf of the Parish Council.
170912. Grass cutting on verges where rare wild flowers are found
The Council was disappointed to hear that verges had again been cut on July 22nd.
The Council resolved to request Pauline to escalate to the Wildlilfe Trust.
The Council noted Pauline Hogg’s comment that the Quarry had been mothballed and was therefore less likely to contribute to signage.
The Council resolved to request an update from Pauline on the verges, signage and funding options via the CEF or other grant bodies.
170913. Update on dog poo bins
Clerk presented most cost effective options for metal bins. The cost for fixings is included but installation is excluded. Clerk to investigate this but this should not delay ordering of the bins.
Council resolved to order 5 new dog poo bins from SDC.
A map of the locations has been sent to SDC.
170914. Phone Box Adoption update
The Council discussed and resolved to pay the invoice for the £1 adoption fee which had been received.
A proposal of ideas was circulated to the Councillors ahead of the meeting.
Cllr Spurrier commented he felt there would be enthusiasm in the Village to support the information point – including renovation of the phone box and collation of information and archive material.
Cllr Spurrier will try to contact David Teal who held an archive on Stutton’s history.
The Clerk will confirm if electricity will remain connected and if telephony equipment will remain in the box.
170915. Underpass
Lighting
It was discussed and resolved that the Clerk will forward details of low wattage replacement lights to make sure that any bill generated was in line with economic lighting.
Cllr Mackay suggested writing to Nigel Adams MP to establish responsibility for the underpass.
Kissing Gates
Council discussed amount of complaints received and there had been none for a significant amount of time.
It was discussed and resolved to ask Highways or Sharon Fox or Glen Donaldson at Selby District Council responsible for Rights of Way if gates were necessary and to confirm that cycles are permitted on the path.
170916. Banking update
A meeting took place at Barclays Garforth. The Parish Council is in the process of changing banks from Nat West.
Council discussed Nat West and noted that statements have stopped being sent out. The Council discussed and resolved that Cllr Fawcett would visit Nat West to obtain statements.
170917. ‘Battle’s over” – A Nation’s tribute
Cllr Spurrier reported that no progress had been made with this initiative and it was unlikely to proceed. He reported that the Village Hall Committee are creating a place for reflection within the grounds of the Village Hall.
Council discussed and resolved to take this item off the agenda and that the PC would support initiatives at the Village Hall.
170918. Tipping on Moor Lane
Litter was reported to SDC via the Fly tipping portal.
There was an additional report of fly tipping on Green Lane which had also been reported.
The Council discussed and resolved to ask again for flexible bollards to be placed on Moor Lane. Cllr Mackay agreed to contact Highways on behalf of the Parish Council and the Clerk will send a map of Moor Lane to Cllr Mackay.
170919. Broken footpath sign at the top of Fanny Lane
This has been reported to Catherine Smith at Area 5. An acknowledgement has been received and a request to confirm that the sign is a wooden one. The Clerk will confirm when the works are scheduled.
170920. Freeman of the Parish
Cllr Heard will update the Council next month.
170921. Update on Clerk’s replacement
Two applications were received and both were interviewed.
Interviewed and appointed a new Clerk who will take up the new post in October.
Current clerk will hand over when ready.
170922. Update on Parish Council website
The IT issue was fixed by a contact of the Clerk.
It was discussed and resolved to request an invoice for this work to enable payment to be made.
The Council discussed and resolved that there should if possible be one Stutton cum Hazlewood web Hub with Community the central theme.
It was discussed and resolved to request the latest minutes from the Social Committee.
It was discussed and resolved to request minutes and accounts of the Stutton Village Hall Committee so they can be made public.

170924. Action taken since last meeting under clerk’s delegated powers
The Clerk set up iPortal Access for Stutton cum Hazlewood Parish Council.
170925. Village Hall
Cllr Heard reported Playgroup had now left the Village Hall.
The Parish Council discussed and resolved to express disappointment that Playgroup did not engage with any contract negotiation.
Cllr Heard advised that an Asbestos Survey was needed and as none is available from archive then a new Asbestos Survey would be needed.
It was requested that the filing cabinet be moved and the Clerk advised that the contents should be moved to Northallerton and archive services.
There was a request from Stutton Village Hall Committee to remove tables and chairs.
Cllr Heard advised that new tables and chairs are to be purchased for the Village Hall.
It was discussed and resolved to take the Accounts off the Parish Council agenda as these were being handled by the Stutton Village Hall Committee directly.
Finally, the Parish Council noted a statement from the Chair of the Village Hall Committee that the information previously reported to the Parish Council and recorded in Minute 170624 of the June 2017 meeting that “all elected roles [of the Village Hall Committee] are occupied by members of Stutton Social Committee” is factually incorrect.

The next meeting will be on Thursday 5th October at 7.30pm in Stutton Village Hall.
Clerk to confirm that the Village Hall is available due to change from usual date.

The meeting closed at 21.23.
