The Chairman welcomed Councillors and public to the meeting.

There were no declarations of personal, prejudicial and disclosable pecuniary interests.

One member of the public was present to introduce himself to the PC with a view to becoming involved.

Cllr Kent sent his apologies as he was ill. The Council resolved to accept his apologies
171105. Minutes of previous meeting
Councillors discussed and resolved to accept the 12th October minutes as an accurate record of the meeting. The Chairman signed the accepted minutes.
171106. Planning Matters
Applications received: Council to discuss and resolve comments on any applications received.
1. 2017/1214/FUL 8/70/203D/PA
Proposed erection of 1 no dwelling at land East of 15 Mill Lane, Stutton.
The PC is concerned that there are errors in the planning allocation, including:
Pt 12. Parts of the site are in a flood risk area, including possible access problems, and consequent issues have not been addressed.
Pt 15 is misleading as it states there are no hedges and trees. This is inaccurate, particularly since two sides are bordered by ancient hedges; hedge removal is not in keeping with the landscaping.
Scale is at odds with surrounding properties even though ground level drops. Ridge height is above the level of adjacent bungalows.
Mass – scale – not in keeping with surrounding environment – see recent Peggy Ellerton application (2017/1478/FUL) refused on the grounds of scale.
Site lines to the proposed entrance are poor – photographic evidence can be supplied.
The road in front of the proposed property is single track and any vehicles stopping there would block the highway.
Concern over access during construction.
Concern over run off from hard landscaping negatively affect the environment.

Proposed demolition of existing conservatory and erection of a single storey extension on existing footprint at 16 Woodlands Avenue Tadcaster LS24 9LE
The PC had no comments.
3. 2017/1227/REM 8/70/214A/PA
Consultation on Planning Application. Reserved matters application relating to access, appearance, landscaping, layout and scale of approval 2017/0442/OUT for outline application with all matters reserved for the erection of two detached dwellings following the demolition of an existing bungalow, Hawthorns, Church Lane, Stutton.
Sustainability was cited previously as ground for refusal of planning permission for one house in the field adjacent (2016/1476/OUT) – requesting for two properties to replace one 10m away seems inconsistent.
The driveway created off Weedling Gate would be in a dangerous place because of speed of traffic on that stretch of road and proximity to a dangerous cross roads particularly for traffic turning right onto Weedling Gate from Church Crescent. The PC would want to see access to both properties from Church Lane to mitigate the risk of issues on Weedling Gate.
Finally the PC highlighted that two applications considered this evening seemed to be inconsistent – one form asked about hedges and flooding whereas this one did not.

Gill Kitchen was formally appointed as Clerk and was warmly welcomed by the Parish Council.

Next meeting is set as January 11th 2018.
No meeting will take place in December 2017.
