Minutes of the ordinary meeting of Stutton cum Hazlewood Parish Council held at
1930 hrs on Thursday, 13th December 2012 at Stutton Village Hall
Present:- Cllr Aarons, Cllr, Back, Cllr Birchall, Clerk
Also Present:- County Cllr Metcalfe
12103 As Cllr Fawcett was absent from the meeting, it was proposed by Cllr Aarons that Cllr Birchall should act as Chair. This was seconded by Cllr Back. It was resolved that Cllr Birchall would assume the Chair for this meeting.
12104 APOLOGIES – Cllr Wrigglesworth.
12105 DECLARATIONS OF INTEREST – None.
12106 MINUTES OF PREVIOUS MEETING – The minutes of the meeting held on 8th November having been read were approved.
12107 PROGRESS REPORTS – None.
12108 VILLAGE HALL AND GROUNDS –
a) British Gas Renewal – Clerk to check on USwitch for comparisons.
b) Polling Station Booking 2nd May 2013 – noted.
c) Commercial Waste Collection Service – completed and returned to Selby DC.
d) Fire Blanket Kitchen – Clerk reported that Advance Fire had condemned the fire blanket in the kitchen. It was resolved that Clerk would purchase replacement.

12110 PLANNING
12110.1 The following Planning Decisions noted (2):-
- Creation of a new riding arena (revised scheme) at White Quarry Farm, Chantry Lane, Hazlewood : Granted (3 conditions)
- Erection of a detached double garage at Pigmalion,Wingate Hill Stutton. Granted (3 conditions including external surface to match dwelling in colour and texture).
12110.2 The following planning matters discussed (2):-
- Marybern, Green Lane – Selby DC confirmed that the Leyburn stone had been approved prior to building. Disappointment about stone being used but it was felt that the parish council had done everything possible.
- The Old School House, Chantry Lane – Selby DC confirmed that after inspection it was a garage being built under permissible development.
12111 PARISH COUNCIL WEBSITE – Clerk confirmed that domain name secured for two years and Nikki Readman would like photos sending. It was agreed that councillors would forward Clerk any photos suitable to be used on website and possible use of photos from Village Design Statement.
12112 COUNCILLOR CODE OF CONDUCT – Cllr Back reported that it is now the responsibility of each councillor to ensure that any changes to the details submitted to Selby DC on the Register of Interest forms are informed within 28 days to Selby DC. Failure to do so may incur prosecution resulting in a fine or imprisonment. Resolved: Councillors to be aware and to notify Selby DC of any changes.
12113 BOUNDARY COMMISSION – Cllr Back commented that this was a tidying up exercise with nothing affecting this parish. Cllr Metcalfe agreed. Resolved: No further action.
12114 WITHDRAWAL OF BUS SERVICE THROUGH STUTTON. Cllr Back commented that he had had two parishioners query the removal of the bus service. Cllr Metcalfe confirmed that this was not true and NYCC were committed to providing the service as the subsidy for the service was less than the minimum subsidy allowance. Cllr Metcalfe confirmed that if Arriva were to stop providing the service, NYCC would put it out to tender to ensure the continuation of the service. Resolved – Councillors would answer further queries with appropriate facts.
12115 COUNCILLORS’ REPORT AND ITEMS FOR FUTURE AGENDA:-
- Cllr Metcalfe confirmed that work on the underpass footpath to upgrade it to a cyclepath would commence late February/early March. Cllr Metcalfe was thanked for this information.
12116 The next ordinary meeting of the Parish Council confirmed as Thursday, 10th January 2013 at 7.30 pm.
There was no further business and the meeting closed at 2010 hrs.
