Minutes of the ordinary meeting of Stutton cum Hazlewood Parish Council held at
1930 hrs on Thursday, 7th February 2013 at Stutton Village Hall

12128 APOLOGIES – None.
12129 DECLARATIONS OF INTEREST – None.
12130 MINUTES OF PREVIOUS MEETING – The minutes of the meetings held on 13th December and 10th January 2013 having been read were signed as a true record.
12131 PROGRESS REPORTS –
- Cllr Wrigglesworth confirmed that the grit bins had been filled.
- Clerk commented on fly tipping on Moor Lane but this appeared to have been cleared.
- Clerk reported that resident from Woodlands had reported icy paths and Cllr McKay had been to put grit down.

12133.3 Changes to Council Tax Base & Parish Precepts 2013/2014. – Clerk reported on the implications to the parish following central Government’s decision to cut funding to District Councils. Selby District council will compensate parishes this financial year by way of a one off grant of approx 15% of the precept charge to negate the impact of this decision by central Government. This grant will not be available next year and this will see a reduction in the precept for 2013/14 or an increase in the council tax charged to maintain current level of funding. If councils increase precept request by more than 2% it may result in a referendum. Much discussion and it was resolved to request increase in this year’s precept by 1.9% on original figure and Clerk to request before 24th February.
12133.4 Selby DC Confirmation of Band D properties – The number of Band D Equivalent properties for 2013/2014 is 354.27.
12133.5 Complaint to Department Communities Local Government – Cllr Back stated that the YLC has recommended that parishes write letter of complaint to Department of Councils and Local Government (DCLG) and Rt Hon Nigel Adams regarding the decision by to change the Council Tax Base and Parish precepts. It was resolved that Cllr Back would draft a letter of complaint regarding the above changes and Clerk would send.
12134 PLANNING – The following planning matters discussed (2):-
- CAIP proposed base station upgrade for Telefonica. Resolved: To establish that there would be no change in profile (no additions to height/width) or no trees to be felled.
- Discharge of conditions notice at Station House, Weedling Gate. Decisions noted. Resolved: No further action required.
12135 PARISH COUNCIL WEBSITE – Discussion and councillors made suggestions about inclusions to website e.g. links to Arriva/Coastliner/Stutton Playgroup and Hazlewood Castle. Possible request for Hazlewood Castle to advertise on website. Resolved: Cllr Birchall to use Village Design Statement to draft words for website designer and to look at Walkington’s website as a good example..
12136 NORTH YORKSHIRE YOUTH – The flyer provided by North Yorkshire Youth was discussed and concerns were raised by Cllr Wrigglesworth regarding the impact of a “youth club” on the village hall/insurance etc. and on Stutton Playgroup, the only “Outstanding” Early Years provider in the area. Cllr Aarons expressed concerns that many youths attended the Tadcaster Youth Club where there friends went and to limit it only to Stutton children would not generate much interest. Cllr Wrigglesworth expressed concerns about opening it up to children out of the area. Cllr Fawcett queried how much interest there would be and about practicalities of storing equipment etc. It was resolved that Clerk should contact Lewis Gentle and state concerns expressed by parish council and request flyer be re-worded to ascertain what interest there would be and also to seek answers to queries raised.
12137 PAYROLL PAYE REAL TIME. Cllr Back stated that HMRC had changed rules and that the way he did Clerk’s payroll and submitted tax was changing. Cllr Aarons stated that she had experience in this and it was resolved that Cllr Aarons give assistance with spreadsheets if applicable. Cllr Fawcett thanked Cllr Back for his involvement in the PAYE.
12137 MILL LANE CLOSURES – Cllr Birchall stated that whilst the signs were erected promptly when the Cock Beck flooded and road was closed, it would be beneficial to have signs indicating closures in more obvious places. It was resolved that Clerk would request NYCC Highways for 3 signs warning of closure by John Smith’s Brewery, by slip road from A64 East and travelling west along A162 from Towton.
12138 GREEN SPACE STRATEGY ANNEX/LEEDS GREEN BELT AND REVOCATION OF YORKS AND HUMBER REGIONAL STRATEGY – These items were discussed together. Cllr Back stated that the impact on these to the parish would affect planning applications to west of village. Details noted and it was resolved no further action at present.
12139 LOCAL GOVERNMENT BOUNDARY COMMISSION – Electoral review of Selby District Council. Currently 46 councillors and it is proposed to reduce council size to 31. Much discussion and it was agreed that the financial saving would prudent. It was resolved that Clerk should write stating agreement with this proposal.
12140 CORRESPONDENCE – The following item of correspondence were noted for information:-

- Clerks and Councils Direct.
The following item of correspondence was received after preparation of the agenda:-
- NYCC Children’s Centre – new Manager for Tadcaster and Sherburn Children’s Centre.
- Tadcaster Town Council – Litter Pick scheduled for 9th March. Cllr Wrigglesworh enquired whether it was possible for Stutton to have a Litter Pick. It was resolved that Cllr Wrigglesworth would speak to Clerk at TTC and ask about procedure.
12141 COUNCILLORS’ REPORT AND ITEMS FOR FUTURE AGENDA:-
- Cllr Fawcett stated that a representation had been made to her about a structure in the parish. It was resolved that councillors would investigate further to ascertain details.
12142 The next ordinary meeting of the Parish Council confirmed as Thursday, 14th March 2013 at 7.30 pm. Cllr Birchall offered his apologies for this meeting which were accepted by Chairman.
There was no further business and the meeting closed at 2125 hrs.
