Meeting 7 of 2013/2014
Minutes of an extra-ordinary meeting of Stutton cum Hazlewood Parish Council held at 19.00 hrs on Wednesday 25th Sept 2013 at Stutton Village Hall
Present:- Cllr Fawcett ( Chairman), Cllr Birchall, Cllr Aarons, Cllr Wrigglesworth.
Clerk: – H Fothergill.
Dr. and Mrs. Carswell, Mr. and Mrs. Leach, (Residents)
The meeting commenced at 19.00 hours but was suspended by the Chairman at 19.05 hours due to the arrival of residents Dr. and Mrs. Carswell, who were closely followed by Mr. and Mrs. Leach. With the meeting suspended, in accordance with procedure, the residents were given the opportunity address the Council. The residents made observations and comments in relation to the application – Proposed 2 storey side extension – 1 St Aidan’s Walk, Stutton, Tadcaster, with concerns relating generally to activities during the Construction period of the proposal. Subsequent discussions included, the timing of the works, noise, reinstatement of any damage to the road (St Aidens Walk), and the potential for parked construction vehicles to disrupt access both in and out of the adjacent properties. Line of sight and position of proposed windows in relation to those existing in neighboring properties were also discussed.
The Parish Council confirmed they would forward their observations to the Planning department at Selby District Council and suggested to the residents that they also write to the District Council to request any clarification, and ensure the District Council are aware of any concerns
The meeting was reconvened at 19.22 hours
13090 APOLOGIES – Cllr Heard
13091 DECLARATIONS OF INTEREST – Cllr Aarons made a declaration of prejudicial interest in relation to item 13092.2
13092. PLANNING – The following applications (2) were discussed:-
13092.1 Construction of new construction access from Moor Lane (C305) in association with adjacent overhead electricity line works. Upon completion of overhead line works, to realign and permanently retain the access for domestic purposes. LOCATION – Red
Brickhouse Farm, Moor Lane, Stutton.
The Parish council raised the following objections/questions: –
a) Concern as to the hazardous location of access to the Temporary road, off the Public Highway. (Close proximity to bend)
b) Why is the permanent bituminous access road to be extended to link to the domestic dwelling?
c) Why is the temporary road being constructed of stone, as opposed to a less expensive temporary fibre based construction as used in similar locations?
13092.2 Proposed 2 storey side extension – 1 St Aidan’s Walk, Stutton, Tadcaster.
Having previously made a declaration of prejudicial interest Cllr.Aarons stated that she had no objections in relation to this application, and in accordance with procedure under the Parish Council’s Standing orders left the room, returning later for the next item on the agenda.
The remaining members of the Parish Council reviewed the application and agreed to forward their observations giving consideration to the discussions held with the residents prior to the commencement of the meeting, as recorded above.
There was no further business and the meeting closed at 1950 hrs.
