Minutes of the ordinary meeting of Stutton cum Hazlewood Parish Council held at 19.30 hrs on Thursday, 12th December 2013 at Stutton Village Hall

13132 MINUTES OF PREVIOUS MEETINGS – The minutes of the ordinary Parish Council meeting held 14th November 2013 having been read, were signed as a true record.
13133 PROGRESS REPORTS –

13134 VILLAGE HALL AND GROUNDS – Cllr. Fawcett requested that a quote be obtained to provide and install light which (could be activated externally) above the main village hall door. Councillor Wrigglesworth to contact Utley electrical.

13135.3 Budget 2012/2013- Clerk advised Parish Council that guidelines were to be issued this week, by SDC, to assist in preparation of precept request.
13136 Renewal of Grass cutting Contract – Parish Council had contacted Living Landscapes and offered a renewal of the grass-cutting contract for year 2023/14. Clerk advised that Living Landscapes have accepted and agreed renewal, on the existing terms.
13137 PLANNING–
13137.1 The following applications (3) were discussed: –
1) Resubmission of application for construction of new construction access from Moor Lane (C305) in association with adjacent overhead electricity line works. Upon completion of overhead line works, to realign and permanently retain the access for domestic purposes. LOCATION – Red Brickhouse Farm, Moor Lane, Stutton.
The Parish Council repeated their previous concerns as recorded under items a to c below, with additional observations under items d and e: –
a) Concern as to the hazardous location of access to the Temporary road, off the Public Highway. (Close proximity to bend)
b) Why is the permanent bituminous access road to be extended to link to the domestic dwelling?
c) Why is the temporary road being constructed of stone, as opposed to a less expensive temporary fibre based construction as used in similar locations?
d) As proposed construction work is already underway, what is the need for additional road construction work?
e) Parish Council request that in view of above observations, and details provided by SDC planning department under previous refusal – This application should go to Public Committee.
13137.2 Listed building consent for retention of window, Hazlewood Castle Hotel, Paradise Lane, Hazelwood
13137.3 Listed building consent for retention of retractable canopies and fixed shutters at ground floor level until no later than 31 December 2014, Hazlewood Castle Hotel, Paradise Lane, Hazelwood.
With regard to both items 2 and 3 above the parish Council stated that in their opinion both applications should be completely restored back to their original condition prior to the details provided under this application, and that the time period required to commence such restoration should be minimal, with a reasonable period considered to be around 3 months.
13137.4 Action: To note the following Planning Decisions
Single storey carport with extension to side and rear, porch to front, and loft conversion – 22 Manor Road, Stutton, Tadcaster.– granted.
13138 PARISH COUNCIL WEBSITE –
Cllr Heard to update the website following previous request by Cllr Fawcett that sequential information, including planning information, should accessed on the website with latest details displayed first, rather than having older information at the top.
Cllr Heard to update Domain Monster, dealing with cost/payments online for additional services up to three years. Clerk to reimburse Cllr Heard on receipt of invoice from provider.
13139 BEECH TREE CROSSROADS – JUNCTION Chairman had reported on meeting with Traffic Management Control Engineer (North Yorks) re investigation into measures for safety improvement at this junction. The Parish Council had asked if a double line stop with sign, or a similar arrangement could be placed at the bottom of Moor Hill, thus stopping traffic as it approached this blind junction. The Parish Council also asked if “no through road” signs could be sited to mitigate the traffic driving from Moor lane through to the London Road. stating that within this “Rat Run” is another blind bend along Weedling Gate causing difficulties for traffic exiting from Church Cresent, particularly in relation to traffic heading from the direction of Cock Beck towards the Beech Tree. No response received, Clerk to check progress.
13140 20-MILE PER HOUR SPEED LIMIT WITHIN VILLAGE- Cllr Aarons had obtained form re request for speed monitoring, which was discussed by the Parish Council suggesting a proposed format of the request.
13141 AFFORDABLE HOUSING SURVEY– Clerk advised that there was no change in any details regarding any affordable housing needs survey, but that a new affordable housing officer (to cover this area) was to be appointed. Following on from last months meeting, Clerk advised that he had contacted SDC affordable housing department regarding Mr.Tillett’s eligibility to receive and complete a housing need survey/questionnaire. Letter handed to Mr Tillett confirming that such a request should be directed via the affordable housing department, as eligibility would be specific to the individual’s circumstances. .
13142 REVISED MODEL STANDING ORDERS – Councillor Birchall had competed the review of the standing orders with the Parish Council agreeing final amendments. Councillor Birchall to issue final document for Chairman’s signature.

13144 COUNCILLOR’S REPORT AND ITEMS FOR FUTURE AGENDA –
Councillor Wrigglesworth advised that the road grit supply used to replenish Parish Grit bins was very low and on agreement of the Parish Council agreed to order a new supply.
13145 PROPOSED DATES FOR PARISH COUNCIL MEETINGS – 2014/15 – Parish Council discussed and agreed next years meeting dates which will be posted on the Notice board prior to next meeting.
13146 The next ordinary meeting of the Parish Council was confirmed as Thursday, 9th January 2014 at 7.30 pm.
