Meeting 11 of 2012/2013
Minutes of the ordinary meeting of Stutton cum Hazlewood Parish Council held at
1930 hrs on Thursday, 10th January 2013 at Stutton Village Hall
Present:- Cllr, Back, Cllr Birchall, Cllr Fawcett (Chair), Clerk
Also Present:- County Cllr Metcalfe
Lewis Gentle a Youth Worker with North Yorkshire (NY) Youth addressed the council. He explained that NY Youth was a charity aimed at helping children and young people reach their potential. He explained that they offered guidance and support to groups who were wanting to set up a youth project and could access a start up grant of up to £1,000. The group had to be operated by volunteers who would become a committee consisting of a Chair, Secretary and Treasurer. NY Youth would assist with delivering the facility but they would not actually deliver the facility itself, this would be the responsibility of the community. Various questions were asked of Mr Gentle by the council.
Mr Gentle was thanked for attending the meeting and left the meeting at 1950 hrs.

12117 DECLARATIONS OF INTEREST – None.
12118 MINUTES OF PREVIOUS MEETING – The minutes of the meeting held on 8th November were unable to be approved as the council was not quorate to authorise as Cllr Fawcett had been absent from the December meeting. Resolved: The minutes of December’s and January’s meetings would be approved at February’s meeting.
12119 PROGRESS REPORTS – None.
12120 VILLAGE HALL AND GROUNDS –
a) British Gas Electricity Renewal – Clerk negotiated new terms. Standing charge reduced to 19.22 p/day from 38.33 p/d and Day Unit Charge reduced to 15.49 p/kWh from 17.32 p/kWh for electricity supply for 3 year peiod.
b) Clerk purchased new fire blanket for kitchen and new smoke alarm – both installed.

12121.3 Gas Bill – The high gas bill was discussed due to hire by Selby DC for NYCC Police Elections in November when hall heated from 0600 – 2200 hrs. It was resolved that consistent with the 80/20 split in which Stutton Playgroup pays for 80% of gas useage, the hire fee received from Selby DC, in this instance, should be split 80/20. This would result in a refund of £30 to Stutton Playgroup. This would result in a contribution towards the gas bill of £158.67 instead of £188.67.
12122 PLANNING – The following Planning Decisions noted (2):-
- Proposed extension to form enlarged snug to ground floor and bedroom to first floor at Fox Ridge Barnm Low Park, Chantry Lane. Granted (3 conditions inc. materials to match existing building in colour and texture).
- Single storey extension to rear of dwelling and extension and alterations to garage at 8 Woodlands Avenue, Tadcaster. Granted (3 conditions inc. external surface to match existing building in colour and texture).
12123 PARISH COUNCIL WEBSITE – Photos had been sent to website designer from Cllrs Back and Birchall. Website designer was progressing this. No further action required at present. A suggestion that a photographic competition should be held once the website was up and running was agreed to be a good idea.
12124 NORTH YORKSHIRE YOUTH – The concept of a youth meeting/club was a good one but this would stand or fall depending on volunteers being willing to run it. It was resolved that Clerk should contact Lewis Gentle and indicate that the parish council would be willing to give this a go and to seek his advice on how to secure enthusiastic volunteers.
12125 CORRESPONDENCE – The following item of correspondence was discussed:-
- Rural Action Yorkshire Winter Weather Agent Scheme. Discussion and it was resolved that this was more appropriate to rural, remove villages rather than Stutton. No further action required.
The following item of correspondence was received after preparation of the agenda:-
- National Grid – Works at Bramham Substation. Work began on 8th January for three weeks. In April 2013 smaller pylons and power lines will be removed and replaced with underground cables. No action required.
12126 COUNCILLORS’ REPORT AND ITEMS FOR FUTURE AGENDA:-
- Cllr Metcalfe confirmed that work on the underpass footpath to upgrade it to a cyclepath was pencilled in to commence 11th March for three weeks.
- Cllr Back asked that PAYE preparation to be put on February’s agenda.
12127 The next ordinary meeting of the Parish Council confirmed as Thursday, 7th February 2013 at 7.30 pm.
There was no further business and the meeting closed at 2031 hrs.
