170405. Minutes of previous meeting
Councillors discussed and resolved to accept the 9th March minutes as an accurate record of the meeting. The Chairman signed the accepted minutes.

g) Council discussed and resolved to accept the proposal that the internal audit should be done by Mary Farman and her student at the proposed cost of £30ph. The proposed date is 25th April.

Outline application for erection of a detached dwelling on land to the North East of Church Lane/Weedling Gate – An appeal letter sent as requested.
170409. Speedwatch
Stutton has been signed up to the 20 is Plenty campaign and is awaiting details of the website and an information pack.
Councillors expressed concern that heavy laden vehicles are coming through the village. Cllr Metcalfe advised that if they are seen that company names should be taken and reported to Area 7 – Selby Highways where Trading Standards are able to enforce prosecutions.
160410. Buses serving Stutton Village
No progress to report. Awaiting services to re establish themselves now the bus station is back in commission.
170411. Speeding on Garnet Lane
Cllr Metcalfe reported that Gary Lumb was looking into placing a 40mph speed limit sign at the top of Garnet Terrace.
170412. Grass cutting on verges where rare wild flowers are found
Clerk has written to local resident thought to be cutting the verges to request he does not cut the grass.
170413. Update on dog poo bin
Cllr Wrigglesworth – has supplied SDC with a map of new proposed sites.
He is waiting for confirmation that the sites are safe.
Further report at the next meeting.
Cllr Spurier commented that he felt that there had been some improvement in the dog poo bag situation.
170414. Phone Box Adoption update
No further update was available.
170415. Underpass
Lighting update
Cllr Birchall reported that It is not clear what is being charged for and if the PC is responsible for payment.
Northern Electric have advised that responsibility for the lighting rests with the PC and that the onus is on the PC to prove that this is not the case.
Cllr Birchall advised that he felt that responsibility for disproving responsibility should rest with Highways England and that the onus should be on Highways England to be able to prove that they devolved responsibility to the Parish Council and not the other way around.
Clerk met with Cllr Birchall to see if historical precedent had been set.
Clarification to be sought in establishing the lighting and exactly what is being paid for. Previous bills suggest 65Watt bulbs when new eco friendly LED bulbs are now in place.
Clerk to investigate and report back.
Kissing Gates
A pushchair and mobility scooter friendly design is needed. Cllr Wrigglesworth to supply.
170416 Banking update
The PC was made aware that the Nat West Bank in Tadcaster is closing.
The Parish Council discussed and resolved to adopt Internet Banking as soon as possible.
Clerk to investigate.
170417. ‘Battle’s over” – A Nation’s tribute
The working party advised they are awaiting information from the Organisers.
Cllr Spurrier reported that a portable beacon is being discussed.
A draft design to be done and sent to Keith Tillett to obtain a quotation.
170418. Tipping on Moor Lane
It was reported that tipping on Moor Lane is still happening and needs to be cleared.
Clerk to contact Highways – Gary Lumb.
Clerk to report the rubbish to SDC.
.170419. Letter from Yorkshire Water
Council had no comment on the contents of the letter sent to Stutton residents.
The Council discussed and resolved to direct the member of the public to contact Yorkshire Water directly with his queries.
170420. Broken footpath sign at the top of Fanny Lane
The Parish Council discussed and resolved to contact Sharon Fox at Highways Area 7 to get it fixed.
170421. Meetings for 2017/18
Clerk to put dates in next agenda so Councillors can advise of any dates they are unavailable.
Cllr Birchall is not available for September.

Resident’s agent requesting Parish Council response to appeal.

170423. Action taken since last meeting under clerk’s delegated powers
Ongoing dispute over responsibility of the lighting for the underpass and underpass lighting.
Fly tipping signs on Mill Lane – no update.
Gary Lumb correspondence – no update.
Quotation for installation of “kissing gates” at Underpass from Cllr Wrigglesworth.
Reassigning footpath to Category 3.
Audit requirements set with statement to be signed at May meeting.
170424. Village Hall
Report: From PC Chairman re village Hall matters including
temporary phone solution in place to meet Playgroup’s immediate needs. Longer term requirement to get a phone line installed.
tables and chairs – resolved to apply for CEF bid as existing ones are on loan to the Village Hall.
Insurance claim – Clerk to investigate insurance claim.
PC resolved to obtain a quote for curtains/blinds.
Confirmation that rates are not recharged to Playgroup who are deemed a lessee.
The Parish Council discussed and resolved to reduce Playgroup’s bill by £40 in March as the Village Hall was closed for four days.
Leak – Yorkshire Water need to do the water meter reading to establish water loss due to the leak which should result in a refund. The Parish Council resolved to invoice Playgroup the same as the last quarter until the matter is settled satisfactorily.
Broken Toilet – The Parish Council would like to thank Paul Chadwick for his generous gesture in paying for the broken toilet. The Parish Council discussed the excellent quality of his work and resolved to retain his services should he wish to continue cleaning the Village Hall windows. The Parish Council resolved to send an email to Mr Chadwick expressing the Council’s thanks.
Cllr Metcalfe highlighted that he had received assurances from Nat West Bank that cash can be deposited at Post Office Counters which will negate going into branches.
The Parish Council was made aware that year on year the Village Hall has been rented out more often than last year. All agreed this was a positive trend.
Cllr Spurrier commented that there were no disabled access ramps and there was an offer to start a fund to contribute to putting in disabled access.
It was felt this should be highlighted during any survey or planning which may be taking place shortly.
Cllr Metcalfe commented that there should be grants available for this kind of addition but not to underestimate the value that a coordinated effort by the wider community offers.

The Parish Council discussed and resolved to pay £26 for the Village Hall cleaning, however an invoice is needed.

Cllr Wirgglesworth highlighted the positive response from the community to the “pop up pub” – with approximately 60 people attending over the evening.
