Meeting 8 of 2014/2015. Minutes of the ordinary meeting of Stutton cum Hazlewood Parish Council held at 19.30 hrs on Thursday 8th January 2015 at Stutton Village Hall.

14099 DECLARATIONS OF INTEREST – To receive and record any declarations of personal, prejudicial, and dis-closable pecuniary interests. Cllr Birchall declared a prejudicial interest in relation to 140104.1.
140100 MINUTES OF PREVIOUS MEETINGS –The adjusted minutes of the ordinary Parish Council meeting held 11th December 2014 having been read were agreed as a true record, and it was resolved that the receipts and payments as recorded under the minutes, were accepted.
140101 PROGRESS REPORTS – No reports this month.
140102 VILLAGE HALL AND GROUNDS –
140102.1 Cllr Aarons to progress boiler repairs as reported by Playgroup.
Cllr Aarons undertaking review of various legal requirements as required by Village Hall including, risk assessments (includes dealing with fire officer), gas and electricity certificates.
140102.2 Await Playgroup action regarding Sign re Dog Bins.

140103.2 Precept – Parish Council reviewed Council Tax Precept and agreed to request a 2% increase next year based on the guidance documents provided by SDC.
140104. PLANNING: – .
140104.1 The following Planning Application was discussed – Application to demolish existing dwelling and replace with 1 no. new dwelling with double garage, new drive and associated landscaping –The Brante, Brant Lane Stutton. Cllr Birchall left the room having declared a prejudicial interest in relation to this item, he returned when the next item was discussed.
No observations, providing the application complies with the requirements of the Village Design Statement, and that a sample panel of the stonework to be used is provided.
140104.2 To note the following planning decision :-
Re-submission of 2 storey rear extension with balcony, to form ground floor reception room with first floor study room and glass porch -14 Mill Lane Stutton . – Granted.
140105 PARISH COUNCIL WEBSITE – Web Hosting fee renewed and paid online on behalf of Parish Council by Cllr Heard, Cheque covering fee cost issued to Cllr Heard .
140106 CHURCH – Decision pending regarding listing of Church on Community Asset Register.
140107 HOUSING NEEDS SURVEY FOR STUTTON CUM HAZLEWOOD PARISH – Clerk to Contact Rural Housing enabler to accept their offer to present their findings of their survey.
140108 UNDERPASS – Clerk to contact SDC – John Hodgson, street lighting engineer regarding ownership /responsibility re maintenance and costs.
140109 GRASS CUTTING – Clerk to prepare final Tender Documents, review with Cllr Wrigglesworth and issue to proposed tenderers.
140110 TEMPORARY EE MAST INSTALLATION – Clerk to advise “Harlequin” that provided this temporary mast was an upgrade of an existing facility, the Parish Council had no observations.
140111 – REQUEST FOR SPEED MONITORING THROUGH VILLAGE – Clerk to request speed monitoring survey be undertaken through village, following complaints by residents that their requests have been ignored.
140112 – STREET LIGHT – Clerk to contact Chris Metcalfe to ascertain if street light in Stutton P.C (Woodlands Estate) can be included within the responsibility of Tadcaster lighting system.

140114 –COUNCILLOR’S REPORT AND ITEMS FOR FUTURE AGENDA
Cllr Fawcett reported empty cannabis bags and other fly tipping near A659 access to A64 – Clerk to find responsible department to arrange removal.
140115 Cllr Birchall requested clerk to contact SDC enforcement officer re completion of the following removal action – Refused Building consent for retention of retractable canopies and fixed shutters at ground floor level until no later than 31 December 2014, Hazlewood Castle Hotel, Paradise Lane, Hazelwood.
The next meeting of the Parish Council was confirmed as Thursday 12th February 2015 at 7.30 pm.
