Minutes of the ordinary meeting of Stutton cum Hazlewood Parish Council held at 19.43 hrs on Thursday 9th January 2014 at Stutton Village Hall
Present:- Cllr. Fawcett (Chair), Cllr. Aarons, Cllr. Wrigglesworth, Cllr Birchall, Cllr. Heard.

13149 MINUTES OF PREVIOUS MEETINGS – The minutes of the ordinary Parish Council meeting held 12th December 2013 having been read, were signed as a true record.
13150 PROGRESS REPORTS –
No reports this month
13151 VILLAGE HALL AND GROUNDS – Councillor Wrigglesworth had contacted Utley Electrical regarding provision and installation of light (which could be activated externally) above the main village hall door. Councillor Wrigglesworth advised that he had verbally been quoted £45.00 by Utley Electrical, with the Parish Council agreeing that this work should be undertaken . Cllr Wrigglesworth to arrange.

Chairman initialled all Bank statements and Invoices.
13152.3 Budget 2014/2015- Parish Council reviewed and discussed Precept guideline documentation and requested Clerk to forward Precept request with a 3% inflationary increase.
13153 Renewal of Grass cutting Contract – Parish Council had contacted Living Landscapes and offered a renewal of the grass-cutting contract for year 2014/15. Clerk advised that Living Landscapes have accepted and agreed renewal, on the existing terms. Prior to contract issue, Cllr. Wrigglesworth is to follow up a request by a resident for additional grass cutting in an area on Garnet Lane and will investigate with Living Landscapes.
13154 PLANNING – No applications this month, but previous applications reviewed :-
Re submission of application for construction of new construction access from Moor Lane (C305) in association with adjacent overhead electricity line works. Upon completion of overhead line works, to realign and permanently retain the access for domestic purposes. LOCATION – Red Brickhouse Farm, Moor Lane, Stutton
In addition to the comments stated last month, MOM 13137.1, the Parish Council stated -:
a) The Parish Council request that Planning Department consider closing off the existing access on a permanent basis.
b) Parish Council previously requested that in view of last month’s observations, and details provided by SDC planning department, that this application should go to Public Committee. Tadcaster Town Councillor Don Mackay who is a member of Selby District Council Planning Committee enquired if this request was given consideration and if not suggested the Clerk requested an explanation. Clerk to contact SDC Planning Department.
13155 PARISH COUNCIL WEBSITE –
Cllr Heard to update the website following previous request by Cllr Fawcett that sequential information, including planning information, should be accessed on the website with latest details displayed first, rather than having older information at the top.
13156 BEECH TREE CROSSROADS – JUNCTION Chairman had reported on meeting with Traffic Management Control Engineer (North Yorks) re investigation into measures for safety improvement at this junction. The Parish Council had asked if a double line stop with sign, or a similar arrangement, could be placed at the bottom of Moor Hill, thus stopping traffic as it approached this blind junction. The Parish Council also asked if “no through road” signs could be sited to mitigate the traffic driving from Moor Lane through to the London Road. stating that within this “Rat Run” is another blind bend along Weedling Gate causing difficulties for traffic exiting from Church Cresent, particularly in relation to traffic heading from the direction of Cock Beck towards the Beech Tree. No response received, Clerk to check progress again.
13157 20-MILE PER HOUR SPEED LIMIT WITHIN VILLAGE- Cllr Aarons had obtained form re request for speed monitoring and had forwarded it to SDC. No response received
13158 AFFORDABLE HOUSING SURVEY– Mr Tillett had previously asked how an individual who was not currently living in the village would receive notification that a survey was to be undertaken. Clerk to Contact SDC Affordable Housing Department to find out relevant details.
13159 REVISED MODEL STANDING ORDERS – Councillor Birchall had completed the review of the standing orders with the Parish Council agreeing final amendments. Document signed by Chairman.
13160 CORRESPONDENCE – The following items of correspondence received/actioned:-

13161 COUNCILLORS’ REPORTS AND ITEMS FOR FUTURE AGENDA –
a) Councillor Wrigglesworth advised that there had been many complaints about dogs fouling the path directly outside the Village Hhall, with the Parish Council requesting the Clerk to contact Selby District Council regarding the provision of another, larger, penalty notice sign.
b) Following NYCC revisions/proposed revisions to village bus timetables, Cllr. Birchall agreed to Contact NYCC Cllr. Metcalfe to review proposed bus times to and from Stutton, which appear to have changed again, from a time regular service back to an irregular service.
13162 ANNUAL MEETING – 2014/15 – Parish Council confirmed the date for the annual meeting to be 8th May 2014 at 7.00 pm.
13163 The next ordinary meeting of the Parish Council was confirmed as Thursday, 13th February 2014 at 7.30 pm.
