230701. Welcome
Chairman welcomed councillors and visitors to the meeting; to remind visitors when comments may be made and that the public must not interrupt whilst the meeting is in progress. However, no members of the public present.
230702. Apologies
To receive councillors’ apologies and reasons for absence; to resolve whether or not to accept the reasons. Apologies received from Cllrs Poskitt and Mackay. The council resolved to accept the apologies for the reasons given.
230703. Declarations of interest
To receive and record any declarations of personal, prejudicial and disclosable pecuniary interests. Councillors with any prejudicial interests must leave the meeting for the relevant item(s). Cllr Heard declared an interest in the planning application at Sugar Hill Farm
230704. Minutes of previous meeting
Councillors to discuss and resolve whether to accept the 8 June minutes as an accurate record of the meeting. Chairman to sign the minutes if accepted. The council resolved to accept the minutes as an accurate record, as the clerk’s printer wasn’t working, it was resolved to sign the minutes at the next meeting.
230705. Public Forum
To receive comments on agenda items and matters of community interest from electors present. For information only; clerk to note comments; no discussion between councillors and electors. No MOPs present.
230706. Administrative Matters
Replacement pads ordered and delivered. Cllr Spurrier to obtain prices for paediatric pads and pass to clerk for purchase.
Darrington Quarries – correspondence regarding overspill on Moor Lane from lorries leaving Jackdaw Crag Quarry. Clerk has written to Darrington Quarries. Offer of a meeting received from Darrington, council to discuss and resolve who is to attend. Clerk to co-ordinate dates with councillors and the quarry.
Old London Road Quarry – Councillors to discuss whether any further action is necessary. The council resolved that the clerk should contact Sam Till to indicate the delays and request an update on the situation.
Tadcaster Neighbourhood Development Plan (circulated by clerk). The council resolved to review the document individually and send any comments to the clerk by 30th August. The clerk will collate the comments and send the to Tadcaster Council
Local Transport Plan survey (from NYCC)The council discussed this and resolved to have a further online/email discussion.
Hedge Trimming at empty bungalow. Cllr Catt reported on the state of the hedge and it was resolved that the clerk contact the relevant authorities to request this be dealt with.
Cutting back of vegetation on bypass footpath. Currently waiting for the crops to be harvested to allow K Tillett access.

230708. Audit – Audit has successfully taken place, clerk has circulated the documents for the council’s perusal. Council to discuss and authorise audit as complete. The council discussed the documents and resolved to accept the audit as complete.

203710 – Planning
Peggy Ellerton Farm ZG2023/0530/S73 – this has been discussed many times previously and the council had no further observations
Solar Farm update – no further observations
ZG2023/0431/HPA erection of free standing timber orangery at Wingate House, 4 Sugar Hill Farm – update from clerk as to whether correct details have been provided. Both the clerk and Cllr Heard have contacted the planning department and not received any updates. The application relates to a neighbour of Cllr Heard, who declared an interest as a neighbour. The council discussed the application and resolved that there were no observations to be made.

Email from MOP regarding request to NYCC for a traffic mirror at Church Crescent Junction
230713. Village Hall Update –
Finance – There is currently £6718.73 in the bank/petty cash, this is down £64.97 from last month. As the insurance is due next month there is likely to be a further drop of approximately £800.
Fund raising – the BBQ on 24 June raised £272.56, which will go towards the VH upkeep.
Thanks to Kirsty Poskitt and her support through a grant of £1000 for VH essential items.
Events – the Tuesday social remains well attended and provides a positive social meeting place for parish residents
