Meeting 1 of 2015/2016. Minutes of the ordinary meeting of Stutton cum Hazlewood Parish Council held at 19.40 hrs on Thursday 14th May 2015 at Stutton Village Hall
Present: – Cllr Fawcett (Chair), Cllr Birchall (Vice-Chair) Cllr Wrigglesworth, Cllr Heard,
NYCC Cllr. C Metcalfe.
Clerk – H Fothergill.
Members of the Public: L Powell, Mr K Tillett, Dr Lewis.
Apologies: Tadcaster Town and District Cllr Mackay.
The meeting began with the Chairman asking Mr Tillett and Dr Lewis if they wished to address the Parish Council.
Mr Tillett advised that the Rural Housing Enabler had not been in contact with him regarding any proposals in relation to his land along Church Lane/Weedling Gate.
He also requested instruction re tidying up of flower beds in front of the Village Hall, which Cllr Wrigglesworth provided. Mr Tillett also advised that the surface water drains around the Village
Hall were blocked with the Clerk agreeing to contact Sam Smiths to see if they would be willing to have a look.
Dr. Lewis stated that in his opinion the Parish Council had not done enough with regard to saving St Aidan’s Church, with the Chairman advising that they had done everything they could.
A decision on what to do with the remaining “Save St Aidan’s” funds needs to be agreed.
15001 DECLARATIONS OF INTEREST – None.
15002 MINUTES OF PREVIOUS MEETINGS – The minutes of the Ordinary Parish Council meeting held 16th April 2015 having been read were agreed as a true record, and it was resolved that the receipts and payments as recorded under the minutes were accepted.
15003 PROGRESS REPORTS – No reports this month.
15004 VILLAGE HALL AND GROUNDS –
15004.1 Mrs Rose (formerly Cllr Aarons) had previously visited the Village Hall to obtain Councillors signatures and approvals for various matters in relation to the Village Hall. She advised that Playgroup have requested that they wished to paint the Village Hall (internally), with the Parish Council agreeing that this would be to Playgroups cost, with all health and safety/risk assessments etc. to be Playgroup’s responsibility.

Chairman initialled all bank statements and invoices.
15005.2 Audit – Clerk confirmed draft audit figures for 2014/15 complete, other than cheque payable to by Cllr Heard (website fee cheque 736) which had been lost and was to be cancelled and then re-issued under next financial year accounts.
15006 PLANNING – The following application was discussed: –
Two storey front and side extensions and single storey orangery extension – The Granary, Chantry Lane, Hazlewood
The Parish Council discussed this application and had no observations other than compliance with the Village Design Statement.
15007 PARISH COUNCIL WEBSITE – Action: Cllrs Birchall/Heard to review operation of facility for receipt of e-mails from Website to Clerk.
15008 UNDERPASS LIGHT – Clerk advised of complaints by Tadcaster Council and Mrs Liddle (resident) that light to underpass is not working. Cllr Wrigglesworth said the matter was in hand.
15009 AFFORDABLE HOUSING – Parish Council advised that Rural Housing Enabler’s Consultation Meeting to be held in Village Hall on 20th May 2015. Following numerous requests, the Parish Council have not been advised of any proposed location for affordable housing.
15010 CEMETERY FEES – As requested by Parish Council, Clerk to advise Tadcaster Town Council that they no longer wished to contribute to Tadcaster Cemetery fees.
15011 COUNCILLORS’ REPORT AND ITEMS FOR FUTURE AGENDA – Each Councillor is requested to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas. Councillors are respectfully reminded that this is not an opportunity for debate or decision-making.
15011.1 Cllr Metcalfe advised Parish Council that a consultation on proposed changes to subsidised bus services was soon to be held. Post Minute note – Poster received from NYCC stating that a drop in session will be held at “Stutton Community Centre” 15th June 2015, 16.30- 18.30.

15013 DATE OF NEXT MEETING – Action: To confirm date scheduled for next Ordinary Meeting, Thursday, 11 June 2015 at 7.30.pm.
This has now been rescheduled to Thursday 18th June 2015. This is accommodate the inclusion of an earlier meeting where the Rural Housing Enabler and their proposed Housing Association will be available to answer residents’ questions in relation to the affordable housing consultation/proposal at Weedling Gate, Stutton.
Rural Housing Enabler/Housing Association Meeting will commence at 6.30pm and will be concluded by 7.30 pm. Parish Council Ordinary Meeting will commence at 7.30pm. Both meetings will take place at Stutton Village Hall.
