Village Hall
Village Hall Report:
1. Building
A Parish meeting chaired by Cllr Tango Fawcett to discuss the Village Hall took place on 9th November attended by 16 people.
A meeting will be held facilitated by Cllr Chris Metcalfe to establish the role of the village hall in our community, any barriers to progress which may exist and to facilitate a way forward.
2. Deeds
The original deeds for the Village Hall cannot be found. Clerk to:
contact Bromets (Solicitors);
contact previous clerks (Howard Fothergill, Lisa);
search filing cabinets in the Village Hall;
search filing boxes in storage at the Village Hall.
3. Key
The Parish Council discussed and resolved to install a ‘key safe’ to house the key for those wishing to hire the hall. It was felt this would alleviate some of the need to be present to hand over a key to regular hirers.
It is still not clear how this will be facilitated short term. Clerk to discuss with willing volunteers from the meeting.
Cllr Wriggleworth kindly offered to install the key safe.
4. Response to Social Committee
Clerk to respond to Social Committee’s request for a ‘closed meeting’ about the Village Hall.
5. Toilet seat
Cllr Wrigglesworth will purchase two toilet seats for the Village Hall (soft close type).

161103. Public Forum
Two members of the pubic were present.
A request was made to hang a poppy wreath and plaque on the Village Hall gates for Remembrance Sunday. The Parish Council discussed and resolved to support this effort financially in the future with a donation.

161105. Minutes of previous meeting
Councillors discussed and resolved to accept the 13th October minutes as an accurate record of the meeting

g) A request for a donation to the Stutton Social Committee as a contribution towards fireworks was received by Cllr Wrigglesworth. The Council discussed and resolved to donate £100.

161108. Planning
Applications received:
County Planning Authority NY/2016/0212/SCO – Jackdaw Quarry extension consultation
There are two different dates on the documents by which to respond.
The Council discussed and resolved to study the application and establish the exact date by which a response should be made.
Decisions received:
2016/0968/HPA – 4 Mill Lane Permission GRANTED
2016/1031/HPA – Applegarth Church Lane Permission GRANTED.
Update on planning issues: There were no updates on planning.
161109. Flag pole
The Parish Council would like to report that the flagpole was a gift to the Parish from Cllr Wrigglesworth
The Parish Council would like to thank Cllr Wrigglesworth for his donation of flagpole and flags.
161110 Speedwatch
Cllr DB has been liaising with ‘Jamie’ from North Yorkshire Police.
Council discussed and resolved to invite Jamie to a PC meeting once he has received a formal response from the speed monitoring exercise to give an update.
161111. Website update
No update.
161012 Speeding on Garnet Lane
No further updates have been received. The Council discussed and resolved for the Clerk to contact Gary Lumb for recommendations as it is felt that there is a lack of provision for safe walking to school.

161113 Grass cutting on verges where rare wild flowers are found
The Parish Council discussed the ongoing cutting of the verges and it is not known who is continuing to cut them.
Council discussed and resolved to ask Pauline Hogg to draft a Management Plan outlining what is needed to manage the area and the times that grass should be cut and when it should be left. Also information regarding the specific verges should be enclosed.
The Parish Council will then write to local residents to outline the management plan and actions. It would be helpful if there were images of the flowers included.
An article is to be drafted and sent to the Stutton Standard to raise awareness of the verges and the management of them.
161114 Document Review
The Council discussed and resolved to complete this at the December meeting
Clerk to re circulate any documents which need comment or attention.
161115 Update on dog poo bins
Cllr Wrigglesworth will have the bin by the underpass reinstated. This is in hand and Cllr Wrigglesworth will chase and provide an update at the next meeting.
161116 update on grass cutting
The current Grass cutting contract has expired. Clerk to look out the old contract and circulate it for comment before recommending any amendments from Councillors.
The original contract is to be located. Clerk to contact previous Clerk Lisa to see if any missing documents can be found.
161117 Phone box adoption update
Clerk reported that the relevant documents had been sent off to BT.
Information about the costs associated with the upkeep of boxes to be forwarded by the Clerk.
161118 Underpass lighting update
All working and a bill for work expected but not received yet.
Clerk to contact Highways to establish ownership – ongoing.
161119 Cycling on path to Stutton Road via underpass
No update has been received from Cllr Metcalfe about the kissing gates being reinstated (via Gary Lumb).
A complaint had been received by a member of the public about cycling on the path to Stutton via the underpass.
The Council discussed and advised that this is a cycle path as well as footpath.
Clerk to write to the member of the public.

Council to obtain a quotation from Keith Tillett for kissing gates to be placed at both ends of the underpass.
161120 Cemetery fees letter received from Tadaster Town Council and circulated
The Parish Council gave consideration to the letter received by Tadcaster Town Council regarding Cemetery fees. The Parish Council discussed the letter and resolved that it had not altered its decision made 12 months ago.
Clerk to write to Tadcaster Town Council advising of this decision and that any complaints should be addressed to Stutton PC where the reasons can be explained by members of the Parish Council.
